Julio García Cobos

Julio has more than 10 years experience in economic consulting, with a focus on the transport sector.

He is currently Director of his own firm, PQAXIS, and a partner in PQCROFT, a joint venture with Croft Consulting.

His experience in the airport sector includes:

  • Support to the Government of Spain in developing proposals for airport privatisation and economic regulation in Spain.

  • Advice to ANA, the Portuguese airport operator, on the design of airport tariffs and on the costs and benefits of a new international airport in Lisbon.

  • Advice to AENA on the strategic position and the economic impact of its main airports.

  • Advice on the regulation of tariffs for Changi airport in Singapore.

  • Advice on several airport regulatory and planning matters to the Government of Catalonia.

  • Continuing support to ASA, the Cabo Verde airport operator, on medium term business planning and financial modelling.

  • Other projects on different aspects of the economic regulation of airports and air traffic control around the world, including South Africa, Dubai, Italy, Colombia, Ecuador and Peru.

Julio served at the Office of the Secretary State of Economics (2009-2011) and before founding PQAXIS, in 2004, he led the transport practice at NERA-Madrid (1998-2004) and worked at the United Nations, New York (1994-1997). Julio also lectures at IE University and Universidad Carlos III as a part time professor in Microeconomics and Competition Policy.

Julio has a PhD in economics from the State University of New York at Stony Brook and BA in Economics from the University of Oviedo.
