Airline restructuring for the Government of Cape Verde

Work for the Government of Cape Verde on the assessment of TACV’s (the national flag carrier) performance, analysis of options for restructuring TACV and analysis of options for funding public service obligations.

Government of Singapore

(jointly with the Boston Consulting Group)

Advice on the restructuring of the Singapore Civil Aviation Authority, and on the economic regulation of the new corporatized Changi Airport operator. The work included the provision of advice on the organisation of an airports regulatory agency, based, in part, on a review of airport regulators elsewhere in the world.

European Commission

Two projects for DGTREN on the evaluation on the feasibility of alternative types of market mechanism in allocating scarce airport slots at congested EU airports and on the likely impact of air transport liberation in Europe following the Third Package on the demand for airport capacity in the Community.

Aer Rianta

Evaluation of options for introducing competition into the Irish airports sector and assessment of the need for continuing economic regulation of Dublin Airport.

Consortium of lenders

Support on the refinancing of UK National Air Traffic Services (NATS) and assistance in understanding the regulatory framework and in evaluating NATS demand forecasts.

Advice with regard to the liberalisation and privatisation model of AENA, the Spanish airport system.

Estimation of the economic impact of the expansion of the Madrid-Barajas airport (new runways and T4 terminal).

Dubai Department of Civil Aviation

Zambian Privatisation Agency

Definition of options for restructuring the National Airports Corporation in order to facilitate introduction of private sector participation within a public-private partnership framework.

ASA (Cape Verde airports and air navigation services operator )

Several projects related to the privatisation of air transport businesses in Cape Verde:

  • Assistance to ASA in the valuation of the country's ground handling services provider.
  • Assistance to ASA in the negotiations aimed at establishing a joint venture with an Italian airport company to operate the airport at Boavista, which has been expanded to cater for the expected growth in tourist traffic.

World Bank/Gobierno de Cabo Verde

Development of a performance contract for the Cape Verde airports and air navigation operator (ASA) and advice on wider aviation sector structural issues. This has led to follow-on work to develop a series of financial and business plans for ASA.
