Ministy of Fomento (Spain), airport regulation

Several projects related to the economic regulation of airports in Spain:

  • Advise to the Ministry of Fomento on the 2013 tariff review of Aena Aeropuertos.
  • Support to the Ministry of Fomento in defining a new economic regulatory framework in the context of the future privatisation of Aena Aeropuertos.
  • Advise to the economic supervisor, Comité de Regulación Ferroviaria y Aeroportuaria, on the 2014 tariff review of Aena Aeropuertos
  • Advise to the DGAC on the implementaction of the first quinquenial tariff review (DORA 2017-2021).

Advice on the treatment of airport property in assessing local tax liabilities, and on how airport regulators have assessed the opex efficiency of regulated airport businesses.

Civil Aviation Authority of Singapore

Advice to CAAS on all aspects of economic regulation of Changi Airport Corporation following its corporatisation.

UK Competition Commission

Support in carrying out price regulation reviews, involving the setting of X-factors, for the BAA south east airports and Manchester International airport.

UK Department of Transport

Development of a framework for the economic regulation of privatised British Airports Authority (BAA plc). The report focussed on the application of the RPI-X approach to airport activities in a single till framework.

EasyJet

Analysis of the effect of implementing fair and efficient charging for the use of London Luton Airport.

Aer Rianta

Assistance to the Irish airports operator in assessing the cost of capital to be applied to its airport operations in determining an airport price cap.

Analysis of the competitive behaviour of cargo ground handling operators at Lima airport for Indecopi, the Competition Authority of Peru.

OSITRAN

Design of the regulatory accounting methodology for concessioned airports in Perú for OSITRAN, the transport infrastructures regulator of Peru.

Government of Colombia

Recommendations for the creation or strengthening of regulatory agencies in the transport sector, including civil aviation and airports.

ACSA

Assistance to the Airports Corporation of South Africa in negotiating a RPI-X price cap. The project involved assessing the factors to be taken into consideration in setting X, focussing on the likely change in productivity and costs per unit of traffic in ACSA, as well as on the estimation of the cost of capital of the airports business.
